Can Prayer Change What God Has Already Decided?

If God has already established His will concerning a matter, can human prayer change the outcome? Or is prayer part of how God accomplishes His purpose? Scripture raises difficult examples. Did Abraham’s intercession affect Sodom? Did Moses change God’s response to Israel? Did Hezekiah’s prayer alter the prophecy about his death? Why did Nineveh receive mercy after Jonah’s warning? How should believers understand passages where God is described as relenting or changing a declared course? And when Jesus prayed in Gethsemane, was He seeking a different outcome or submitting fully to the Father’s will? Please share relevant Scriptures and interpretations.
