Kano Tops ECOWAS Education Spending Index as Africa’s Best Sub-National Government

A recent University of Paris report ranks Kano State first among 209 sub-national governments in the Economic Community of West African States for education spending and budget management. Kano scored 87.21 points, placing it ahead of regions in Senegal. Lagos State was Nigeria’s second highest, coming in 16th overall. The index evaluated actual spending, spending per student, budget implementation, priority given to education, transparency and evidence-based reporting. This accolade follows Kano’s declared education emergency and reform drive. The government increased its education budget allocation from 29.5% in 2024 to 30% in 2025. It has invested in school renovations, teacher recruitment, learning materials and an education recovery plan with development partners.
