NCC’s Zero-Rated Education Plan: What 100MB of Free Learning Data Will Cover

The Nigerian Communications Commission and the Federal Ministry of Education have introduced a zero-rated access initiative aimed at reducing data costs for learning. The programme is scheduled to begin on October 1, 2026, starting with students in public senior secondary schools and public tertiary institutions. Eligible users will receive up to 100MB daily to access approved educational platforms. This means data used on whitelisted learning management systems, digital libraries, educational repositories, teacher-development platforms, and technical or vocational training services will not be deducted from their regular data balance. The plan does not offer unlimited free internet or cover every online course. Platforms must be approved by the NCC and the Ministry of Education. Reading course materials and PDFs may stretch the allowance further than streaming video lectures. If implemented properly, the initiative could help more students access digital learning materials and skills training. The key issue will be which public and private learning platforms are eventually added to the approved list.
