Why Are Budget Hotels in Nigeria So Difficult to Get Right?

I have been travelling frequently for business across Lagos, Abuja and nearby states, and finding a decent budget hotel has been frustrating. Even when I pay a reasonable amount, there is usually a major problem. The power may be stable, but the air conditioner leaks. A neat-looking room may have unusable Wi-Fi, and basic facilities can be poorly maintained. My worst experience was a hotel where the tap water came out brown. What problems do you often face in Nigerian hotels and guesthouses? Are poor standards now the norm?
