Journalists receive an initial 240-day stay with the option of one 240-day extension, while Chinese correspondents are restricted to just 90 days. The Department of Homeland Security reviewed nearly 22,000 public comments but made few changes. Academic associations and diplomatic missions warn that the caps could deter top talent and strain university recruitment. The measures take effect as early as September, pending congressional review.
