Inside Nigeria’s 2025 Governance Rankings: Lagos Tops, Ogun & Kaduna Follow
A recent report by a consulting firm evaluated all 36 states and the FCT on governance, finances, service delivery and public opinion. Lagos, Ogun and Kaduna claimed the top three spots in the 2025 index. The rankings combined official data (70%) with a perception survey of 9,498 Nigerians. Lagos led in internally generated revenue per capita, revenue from trade routes and internet penetration. It fell behind in debt per capita, public hospitals, education facilities and citizen satisfaction with services like roads, healthcare and water supply. Ogun State ranked second with strong IGR metrics and web connectivity but scored poorly on debt-related indicators and ease of doing business. Kaduna took third place thanks to high assets per capita and a diversified economy. The state still faces challenges in security, employment and healthcare. Several states saw major improvements, including Adamawa, Niger and Abia. The South-West topped regional performance, while the South-East and North-West made notable gains. Recent initiatives in Lagos and Ogun aim to boost internal revenue and business friendliness.
