UEFA and CONCACAF opposed the proposal, with UEFA reportedly threatening to boycott FIFA competitions. Carney criticised the alleged lack of consultation with FIFA officials and advisers, saying such a governance failure should cost a leader the confidence of stakeholders. Infantino later withdrew the proposal following the backlash.
