INEC to Transmit Both Electronic and Scanned Polling-Unit Results to IREV

INEC to Transmit Both Electronic and Scanned Polling-Unit Results to IREV

INEC’s new 2026 election regulations require two separate transmissions of polling-unit results to the IREV portal. First, the BVAS device will send a “validated Polling-Unit Result” (e-EC8A) after verification through approved checks. Second, election officials will scan and upload a photo of the signed and stamped physical Form EC8A. Both electronic results and the scanned forms will go to IREV for public viewing, according to the Commission’s regulations.

That makes sense, combining electronic with scanned results should improve transparency, even if syncing data might slow down collation.

It looks like scanning results after BVAS transmission could introduce extra delays and potential for human error, despite claiming added security.

I'm not convinced that more manual scanning improves trust. Sometimes simpler digital records are less prone to manipulation than stacks of paper.

Polling officials should prepare backup power sources and secure storage for scanned documents to ensure both electronic and paper records remain intact.
