Federal High Court Forfeits ₦942m from IPPIS Ghost Worker Scam

Federal High Court Forfeits ₦942m from IPPIS Ghost Worker Scam

The Independent Corrupt Practices and Other Related Offences Commission secured the final forfeiture of ₦941,994,079.86 traced to a large-scale ghost worker payroll fraud on the Integrated Payroll and Personnel Information System. Justice Binta Nyako granted the ex-parte order for the funds, believed to be proceeds of unlawful activities, to be forfeited to the Federal Government. Earlier investigations uncovered hundreds of fictitious staff across various Ministries, Departments and Agencies and several federal universities. A verification exercise in 2025 confirmed the identities of 120 genuine civil servants, but 467 bank accounts remain linked to unverified individuals. The court has now ordered all frozen funds to be transferred to the Federal Republic of Nigeria. ICPC prosecution counsel presented detailed records, including IPPIS numbers, names and banking details, as part of the evidence. The Commission remains committed to fighting corruption and enhancing transparency under the rule of law.

True, this landmark forfeiture should boost scrutiny and deter ghost workers, paving way for stronger IPPIS checks.

It seems unusual that the court handled this case ex-parte without anyone contesting the alleged ghost payroll.

I'm not convinced seizing nearly a billion naira solves the root problem of systemic payroll fraud.

Agencies should strengthen internal auditing and cross-validation procedures before releasing funds through IPPIS to prevent similar scams.
