Possible Bank Guarantee Scam: Has Anyone Faced This?

I’m posting for a friend who needs a bank guarantee for a business deal but only deals through a middleman. Every time they ask for the guarantee, the other party changes the story—requesting extensions or extra fees. My friend suspects they’ve already paid a deposit and worries it may never be returned. Has anyone experienced a scam like this? I’d appreciate any advice or personal experiences to help them avoid losing their money.
