Police Clarify IGP Disu’s Force Order 237 Remarks Were Not a Shoot-on-Sight Directive

The Nigeria Police Force has clarified that IGP Olatunji Rilwan Disu did not issue a blanket “shoot-on-sight” order during a stakeholders’ meeting in Makurdi, Benue State. According to the clarification, the IGP referred to Force Order 237, which guides the lawful use of firearms by police officers. He said officers do not need to wait for further approval when circumstances legally justify the use of force, but must act within the rules of engagement, proportionality and existing laws. The IGP expressed concern over recurring attacks and reprisals in Benue, as well as the deaths of security personnel. He warned against illegal possession of firearms and said lasting peace would require cooperation among security agencies, traditional rulers, community leaders and other stakeholders. The Force spokesperson urged the public to consider the full context of the address, stressing that the remarks concerned enforcement of existing operational rules rather than a new shoot-on-sight policy.
