Struggling to Work: My New Apartment Has No Mobile Signal Indoors

I moved into a new apartment three days ago. Inside the building there is no mobile signal. MTN, Airtel and Glo all fail indoors. I tested multiple phones in every room. The only way to make calls or use data is by opening the door or going outside. This issue is hurting my work and income. I rely on several phones and a laptop to earn a living. I was never warned about this when I rented the place through an agent. What are my options if the landlord or agent refuses to refund or fix the problem? Can I involve the police or take legal action? Does discovering the issue so soon after moving in give me grounds for compensation or a refund?
