Anambra Assembly Advances Commuters Manifest Scheme Bill to Second Reading

Members of the Anambra State House of Assembly moved the Commuters Manifest Scheme Bill through its second reading during plenary on Tuesday. Sponsored by the Chief Whip representing Ihiala One, the measure will require passenger data collection for travel in and out of the state. Hon. Jude Ngobili told colleagues the scheme will record names, phone numbers, addresses and next-of-kin details. This information can help locate victims in accidents or attacks and ensure prompt compensation or support. Several lawmakers from Onitsha, Ekwusigo, Orumba South and other constituencies backed the bill. They noted it will help transport unions and the government track unclaimed bodies and reconnect them with families. The Speaker commended the sponsor and said the timing is right to enhance commuter safety in the state.

I'm not convinced data logging will actually reduce travel uncertainties; it seems like extra bureaucracy without clear benefit.

Commuters and transport unions could push for strict safeguards in the bill text, like limits on data retention periods and access controls.
