Retired Lt Gen TY Buratai spoke at the 32nd Parliamentary Intelligence-Security Forum in Addis Ababa. He identified five priority threats to Africa: terrorism and violent extremism, transnational organised crime, cybersecurity vulnerabilities, governance failures and external dependency. He highlighted the Sahel as the global epicentre of terrorism, noting nearly half of worldwide terror deaths occur there. He also warned of rising piracy in the Gulf of Guinea and explosive growth in cyber attacks across East Africa. Buratai called for the creation of an African Security Capacity Fund. He urged parliamentary partners, international organisations and foundations to invest in the African Standby Force, strengthen AFRIPOL’s intelligence sharing and support community-based counter-extremism programmes. He stressed that investing now will save lives and prevent greater economic losses in future.
