Nine in Ten States Have Weak Democratic Institutions, New Report Warns
A new Democracy Performance Index highlights the fragility of democratic institutions across Nigeria. While elections proceed in all states, many governments lack transparency and citizen inclusion. The index assessed all 36 states and found “uneven functionality” in governance. Local government laws exist but remain inaccessible in 10 states, including Kano, Lagos and Katsina, limiting public oversight. The study also reveals that one-third of political parties are excluded or inactive in grassroots contests. Average party presence in local elections is just 18, reinforcing single-party dominance. Women hold only 15.7% of commissioner roles—well below the 35% target—while persons with disabilities occupy a mere 0.34% of judicial appointments. Declining voter turnout despite high voter card collection points to eroding trust in institutions.
