New Anambra Passenger Manifest Law to Boost Travel Safety from May 25

The Anambra State House of Assembly has approved the Commuters Manifest Scheme Bill 2026 to strengthen passenger safety and modernize the transport system. The law will take effect on May 25 following a detailed clause-by-clause review and key amendments to meet international standards. Under the new rules, all commuters must register their name, phone number, address and next-of-kin before any trip. A small safety fee will support the scheme: ₦100 for intra-city journeys and ₦200 for inter-state travel. In case of accidents, registered passengers or their families can claim compensation of ₦200,000 for death or permanent disability, and ₦50,000 for medical treatment. Payments are to be made within 14 days of an incident. Transport operators must maintain complete passenger manifests and essential safety equipment, such as first-aid kits and fire extinguishers. Non-compliance could attract fines up to ₦200,000 or imprisonment. A statewide awareness campaign will begin immediately to prepare commuters and operators.
