Why Nigeria Needs Local Policing, Not Just Soldiers
PACT Daily Brief – April 1, 2026 Nigeria’s security crisis deepens. Boko Haram, Fulani bandits, militancy and separatist groups spread fear. Relying solely on the military misunderstands its role. Armies defend against external threats but cannot police towns and villages indefinitely. Effective security demands a local approach. First, nomadic herding must be banned by law. In the North, herder–farmer clashes fuel violence. In the Middle Belt, militias exploit grazing routes to terrorize rural communities. Second, we must decentralize policing. A single federal police force cannot protect 237 million people across thousands of communities. True safety comes from empowering local governments to oversee security and law enforcement.
