CAPPA Urges Tougher Enforcement Against Youth-Targeted Nicotine Products

Corporate Accountability and Public Participation Africa (CAPPA) is calling on the Federal Government and regulatory agencies to tighten enforcement against nicotine and tobacco products amid rising youth use. The appeal was made at a Lagos press briefing marking World No Tobacco Day 2026, themed “Unmasking the Appeal: Countering Nicotine and Tobacco Addiction.” CAPPA warned that tobacco companies are shifting from cigarettes to e-cigarettes, heated tobacco items and nicotine pouches marketed with bright colours, flavours and discreet designs. A recent CAPPA report documented 781 products across Lagos, Enugu and Abuja, 573 of which are new nicotine items often resembling cosmetics, pens or small gadgets. While Nigeria has included vapes and nicotine pouches in its excise tax regime, CAPPA argues that taxation alone won’t solve the problem. The organisation urges stricter controls on advertising, flavoured products, youth-oriented packaging and sales to minors, along with stronger enforcement of existing tobacco control laws to protect future generations from nicotine addiction.
