Lagos Tops PEBEC Ease of Doing Business Rankings for 2025

Lagos has emerged as Nigeria’s best performing state in the 2025 Ease of Doing Business ranking by the Presidential Enabling Business Environment Council (PEBEC). Kaduna, Oyo, FCT, Ogun, Enugu, Plateau, Ekiti, Kano and Nasarawa round out the top ten. The report highlights reforms that cut business registration timelines by 40%, improved land administration by over 30%, and boosted digital services and dispute resolution. PEBEC DG Princess Zahrah Mustapha Audu noted that these achievements signal increased transparency and competitiveness. Unveiled at the Reform and Diplomatic Roundtable in Abuja, the report drew support from the UK International Development and the Nigeria Economic Stability and Transformation initiative. Discussions focused on translating reforms into results through clear regulations, enhanced service delivery, and deeper state-level engagement. Senator Abubakar Bagudu emphasised the states’ role in building a $1 trillion economy, while NEST expert Afolabi Imoukhuede called for regional clusters that leverage each state’s strengths to attract investment and foster growth.
