ALDRAP: Senate President’s Praise Can’t Block House Probe of NILDS DG

The Association of Legislative Drafting and Advocacy Practitioners (ALDRAP) says recent commendations by the Senate President for the Director-General of the National Institute for Legislative and Democratic Studies (NILDS) will not stop the House of Representatives’ investigation into the institute’s finances. ALDRAP notes that while the Senate President has a right to praise NILDS leadership under the constitution’s free-expression guarantee, the House—through its Public Accounts Committee and the Auditor-General—retains a constitutional mandate to scrutinise public funds. The inquiry centres on unexplained receipts of ₦50 million and ₦20 million allegedly linked to the NILDS DG, amounts that ALDRAP says exceed his annual salary. The group insists only a thorough forensic audit can confirm whether financial management standards were met. ALDRAP emphasises that neither the President, the judiciary nor traditional rulers can halt the House investigative hearing. Any challenge to the National Assembly’s resolution can only follow after its legislative functions conclude.
