AANI Advocates State-Level, Intelligence-Driven Policing Reform
At its 46th AGM and National Colloquium in Abuja, the Alumni Association of the National Institute called for a decentralised, intelligence-led and community-based policing system to tackle banditry, terrorism, kidnapping and organised crime. Speakers including AANI president Ambassador Emmanuel Obi Okafor and keynote speaker Prof. Femi Mimiko criticised Nigeria’s single-layer policing as overstretched and misaligned with federal principles. They pointed to intelligence gaps, manpower shortages and over-centralisation as major obstacles to effective security. Retired DIG Adeleye Oyebade proposed a hybrid model integrating state and community policing under a central coordination framework. Brigadier General Abdulrahman Idris stressed building public trust and addressing socio-economic drivers of insecurity alongside enforcement. The association will issue a communiqué with strategic policy recommendations for government, warning that incremental tweaks are no longer sufficient and urging bold reforms to secure Nigeria’s future.
