Industry Urges New Broadband Strategy After Nigeria Misses 70% Internet Penetration Target
Nigeria’s National Broadband Plan for 2020–2025 has expired without meeting its goals. Operators say the framework lacked effective execution and coordination across government levels. Broadband penetration reached just 52% by the end of 2025, far below the 70% target. Stakeholders blame delays in fibre deployment, multiple levies, high infrastructure costs and unreliable power supply. Industry leaders call for a realistic successor policy. They want clearer roles for federal and state agencies, streamlined right-of-way approvals and stronger incentives for private investment in rural and underserved areas. The Nigerian Communications Commission is reviewing past performance and drafting a new roadmap. Upcoming initiatives such as Project BRIDGE and a 7,000-tower rollout must be integrated into a cohesive national strategy to expand high-speed internet access.
