Lagos, World Bank and FCMB Launch $500m Initiative for Education and Healthcare
In Lagos, public service delivery is taking a new turn. The State Government, the World Bank and FCMB have launched the $500 million Human Capital Opportunities for Prosperity and Equity–Governance (HOPE-GOV) programme. It aims to strengthen basic education and primary healthcare systems across all 36 states and the FCT. Under the programme, funding is tied to verified progress rather than plans alone. This performance-based model is already shifting Lagos from input-led spending to outcome-driven delivery in classrooms and primary health centres. Governor Babajide Sanwo-Olu said the initiative is centred on people. He stressed the need for every child to have the right learning materials and every mother to receive quality care at her local health centre. FCMB’s CEO, Yemisi Edun, highlighted the bank’s role in ensuring fund flows support these reforms. She said the partnership reflects a broader commitment to expanding access and opportunity across communities.
