I Sent Someone Money for Safekeeping and He Refuses to Repay Me

I need advice on how to recover money I sent to someone in June last year for safekeeping. He later claimed that criminals hacked his account and that the money was gone. Since then, I have repeatedly asked for a repayment plan, but he has not responded or shown any effort to resolve the matter. He has also blocked me on social media. I am currently unable to afford legal action. Please advise me on safe and lawful steps I can take, including how to report the matter to the appropriate authorities.
