Air Fleet vs Defence Funding: Tinubu’s Adviser Clarifies the Difference

President Bola Tinubu’s Special Adviser on Economic Affairs has defended the high execution rate of the Presidential Air Fleet budget. He explains that fleet expenses fall under recurrent costs, unlike defence equipment procurement which is classified as capital spending. The adviser noted that underfunding in the defence sector is due to budget rollovers and overlapping cycles, not a deliberate neglect. He said recurrent obligations such as aircraft fueling, servicing and crew payments must run continuously and cannot be compared directly with capital allocations for military hardware. He added that efforts are underway to align fiscal cycles, improve accountability and ensure that every naira allocated is spent transparently and reaches its intended recipients.
