Turning Nigeria’s Reforms into Results Through Policy and Legislative Resilience

Hajiya Fatima Y. Usman-Katsina urges federal and state governments to adopt Policy and Legislative Resilience (PLR) as a framework for stronger institutions and measurable outcomes. She argues that laws and policies only succeed when institutions can sustain implementation under political and fiscal pressures. PLR involves four pillars: inclusive consultation, sustainable policy support across political cycles, strengthened oversight to boost accountability, and internal optimisation of revenue and regulations. State governments must optimise revenue systems, eliminate bottlenecks, and link budgets to real development outcomes. She stresses that citizen engagement should go beyond ceremonies to shape policy design, budgeting, and project tracking. Embedding PLR today will help Nigeria’s reforms in taxation, security, health, and governance deliver lasting impact and build public trust.
