Why Nigeria Needs a National Host Communities Development and Derivation Commission
More than two decades into democracy, oil-producing communities still suffer from environmental damage, poverty and poor infrastructure despite the 13% derivation revenue. Funds meant to compensate these communities often disappear into broader state budgets, leaving host areas underdeveloped. To fix this, Nigeria should amend the Constitution and the Petroleum Industry Act to create a single National Host Communities Development and Derivation Commission. This body would pool derivation allocations, host community trust contributions and environmental remediation funds and channel them directly to the affected areas. A community-led governance model would ensure at least 60% of board members come from host communities, supported by traditional rulers, women’s and youth groups, experts and federal agencies. Strict transparency measures—audits, public disclosures and community monitoring—would cut political diversion and make development responsive, inclusive and just.
