Where Can I Find Free BECE, WASSCE & NECO Past Questions?

I’ve been searching for free BECE, WASSCE and NECO past questions but found no official archive. Most resources are WhatsApp sellers or incomplete uploads on various sites. I have a few questions: 1. Is sharing past exam papers illegal or simply under WAEC/NECO copyright restrictions? 2. Has anyone contacted WAEC or NECO for permission to redistribute old papers? 3. Do any state education boards officially publish free past questions? 4. How reliable are the WhatsApp or third-party PDF resellers in terms of accuracy and completeness? I want to understand the legal and practical issues behind access to these papers. Any insights from educators or people who’ve investigated this would be very helpful.
