Lagos Adopts Fully Digital Building Permit System with EPPPS

The Lagos State Government has banned all manual building permit applications. Since April 1, 2026, every planning approval must go through the web-based Electronic Physical Planning Permit System (EPPPS). Dr. Olajide Babatunde, Special Adviser on E-GIS and Urban Development, warns that bypassing the digital platform is now illegal and will attract sanctions. The reform aims to cut delays, boost transparency and reduce risks of building collapse. Complementary measures include the Certified Accreditor Programme (CAP) for stronger building control. The state also rolled out Aumentum software for secure Certificates of Occupancy and launched the Moola Tracker to cut mortgage consent steps from 29 to eight. New e-GIS regional offices are live in Ikeja, with branches planned in Lekki, Epe, Badagry and Ikorodu. All buildings must carry valid insurance and undergo structural fitness checks every five years. Property owners and developers are urged to update their documentation immediately.
