How Ogun’s Learner Identification Number Became Nigeria’s Education Blueprint
Nigeria’s new Learner Identification Number (LIN) began as a practical solution in Ogun State under Governor Dapo Abiodun. It set out to fix fragmented student data and unreliable statistics by giving every learner a unique digital identity from entry to graduation. The system records attendance, assessments, transfers, and progression in real time. It removes duplication, cuts identity fraud, and blocks ghost candidates by linking the LIN to national exams. With reliable data, policymakers now allocate resources, plan infrastructure, and deploy teachers based on evidence rather than estimates. School administrators spend less time on paperwork, and parents enjoy secure, continuous academic records. Other states studied Ogun’s model before the federal government adopted it nationwide. This journey shows how state innovation can drive national reform. Scaling up will require stronger digital infrastructure, educator training, and robust data protection measures.
